 [한국어 출입국 강의] 지역특화형 지역우수인재 F-2-R 비자 신청 대상과 요건  https://youtu.be/qi1DceK9rgM  지난 7월 법무부는 새정부 경제정책 방향에 발맞추어 저출산, 고령화와 수도권 인구집중으로 지방 인구 감소, 지역의 활력 저하, 인구의 사회적 유출 등 악순환이 지속되어 외국인 정책 차원에서 대응이 필요함을 공감하고 지역특화형 지역우수인재 비자를 10월 중에 실시하겠다고 발표했습니다.  지난 9월 30일에 발표된 지역특화형 지역우수인재 비자를 F-2-R 비자로 명명하고 6개 지자체(광역자치단체 4곳, 기초 자치단체 2곳) 총 13개 지역을  지역특화형 지역우수인재 비자를 시범 운영하기로 발표하였습니다.  법무부가 지난 7월에 발표한 F-2-R 비자 신청 대상 부분은 차이가 있지만 기본 요건을 동일하게 발표가 되었습니다. 다만 각 지자체별로 추가 요건을 신설할 수 있었는데 충청남도(보령시, 예산군)와 전라북도(정읍시, 남원시, 김제시)는 9월 30일 자료에서 충남 또는 전북 소재 전문학사(D-2-1) 이상의 학위 취득자에게만 F-2-R 비자를 시행하게 되었습니다.  자세한 사항은 해당 동영상 강의를 보시면 도움이 될 것 같습니다.  The National Tax Service(국세청) has integrated the Certificate of Income(소득금액증명원), which is currently divided into 5 types, into one so that persons can easily and conveniently determine the amount of income. 국세청은 민원인이 보다 쉽고 편리하게 소득금액을 파악할 수 있도록 현재 5종으로 구분된 소득금액증명을 1종으로 통합하여 사용하고 있습니다.  This new (revised) certificate of income has issued since September 22, 2022. 개정된 소득금액증명원은 2022년 9월 22일부터 개정된 서식으로 증명 발급되고 있습니다.  필독!!!  [한국어 출입국 강의] 고용주와 외국인근로자의 의무 규정 해설   https://youtu.be/H7mkcTerqtI 외국인근로자의 고용 등에 관한 법률(이하 '외고법') 제11조의 2에서는 외국인근로자(E-9~E-10, H-2)에 대한 고용허가를 최초로 받은 사용자(고용주)는 노동관계법령, 인권 등에 관한 '사용자 교육'을 받아야 한다고 규정되어 있습니다. 하지만 출입국관리법(이하 '출관법') 어디에도 사용자의 교육에 대한 사항은 규정되어 있지 않습니다. 다만 출입국관리법 제19조에는 취업활동을 할 수 있는 체류자격을 가지고 있는 외국인을 고용한 자는 사유 발생일로부터 15일 이내에 반드시 지방출입국, 외국인관서에 신고해야 하는 의무를 규정하고 있습니다. 앞에서 설명해 드린 바와 같이 전문직종인 E-1~E-7 비자를 소지하고 있는 외국인을 고용하고 있는 사용자(고용주)에게 의무 규정이 있는지 조차 알 수 없는 데 그 이유는 외고법 규정과 달리 출관법에는 사용자의 출입국 관련 법령에 대한 교육 규정이 없기 때문입니다. 그래서 고용주와 외국인근로자가 알아야 하는 의무 규정을 설명해 놓았습니다. 외국인근로자도 해당 내용을 숙지하고 해당 사유가 발생하면 고용주에게 알려서 불이익한 일이 생기지 않도록 해야 합니다. 이러한 이유로 설명을 해놓았으니 많은 구독 부탁드리며, 공유 부탁드립니다. 감사합니다.
