As you know, E-9 visa has 2 ways to change other visas such as E7-4 VISA (points based skilled worker's visa) or F2-6 VISA.
As far as E7-4 VISA points are getting higher for cut line (2nd quarter of E7-4 VISA in 2018 was 57 points) and a lot of expats with E-9 visa have disappointed to get higher points.
Therefore, some of E9 VISA holders consider F2-6 VISA seriously.
